Bio

 Dr. Colucci is Full Professor of Politics and Government at Ripon College and a Senior Fellow in National Security Affairs for the American Foreign Policy Council. He has addressed various audiences about space strategic issues and Great power conflict in space as well as the role of the Space Force and the future of the space economy. Dr. Colucci’s concentration has been on the threats posed by great powers from a strategic perspective and he has provided strategic thinking to private corporations. He was a diplomat with the U.S. Dept. of State and has published three books.

Rick Tumlinson

Amb Woolsey previously served in the US Government on five different occasions, where he held Presidential appointments in two Republican and two Democratic administrations, most recently (1993-95) as Director of Central Intelligence. From July 2002 to March 2008 Amb Woolsey was a Vice President and officer of Booz Allen Hamilton, and then a Venture Partner with Vantage Point Venture Partners of San Bruno, California until January 2011. He was also previously a partner at the law firm of Shea & Gardner in Washington, DC, now Goodwin Procter, where he practiced for 22 years in the fields of civil litigation, arbitration, and mediation. Amb R. James Woolsey is currently a Venture Partner with Lux Capital Management. He has served in the past as a member of boards of directors of a number of publicly and privately held companies, generally in fields related to technology and security, including Martin Marietta; British Aerospace, Inc; Fairchild Industries; and Yurie Systems, Inc. In 2009, he was the Annenberg Distinguished Visiting Fellow at the Hoover Institution at Stanford University, and in 2010-2011 he was a Senior Fellow at Yale University’s Jackson Institute for Global Affairs.

Ambassador Henry F. (Hank) Cooper, Chairman of High Frontier and an acknowledged expert on strategic and space national security issues, was President Ronald Reagan’s Chief Negotiator at the Geneva Defense and Space Talks with the Soviet Union and Strategic Defense Initiative (SDI) Director during the George H.W. Bush administration. Previously, he served as the Assistant Director of the Arms Control and Disarmament Agency, Deputy Assistant USAF Secretary, Science Adviser to the Air Force Weapons Laboratory and a USAF Reserve Captain. In the private sector he was Chairman of Applied Research Associates, a high technology company; member of the technical staff of Jaycor, R&D Associates and Bell Telephone Laboratories; a Senior Associate of the National Institute for Public Policy; and Visiting Fellow at the Heritage Foundation. He received B.S. and M.S. degrees from Clemson and a PhD from New York University, all in Mechanical Engineering.

Dr. Goswami is an independent scholar on space policy, great power politics, and ethnic conflicts. She was subject matter expert in international affairs with the Futures Laboratory, Alabama, and guest lecturer, India Today Class, Emory University, Atlanta. After earning her Ph.D. in international relations from Jawaharlal Nehru University, New Delhi, she worked as Research Fellow at Institute for Defence Studies and Analyses, New Delhi. She has been visiting Fellow at Peace Research Institute, Oslo, Norway; La Trobe University, Melbourne, Australia; University of Heidelberg, Germany. In 2012-2013, she was a Jennings-Randolph Senior Fellow at United States Institute of Peace, Washington D.C. and was awarded a Fulbright-Nehru Senior Fellowship. In 2016-2017, she was awarded a MINERVA research grant by Office of the U.S. Secretary of Defense to study great power competition in outer space. In April 2019, Dr. Goswami testified before the U.S-China Economic and Security Review Commission on China’s space program. Her co-authored book on Scramble for the Skies: The Great Power Competition to Control the Resources of Outer Space was published October 2020 by Lexington Press, an imprint of Rowman and Littlefield. She is a TEDx speaker. Currently, she is working on an academic book project on space power.

Floyd Kerr

Mr. Kerr is a high-speed technical operator and strategic design expert with extensive experience in advanced air and space weapon systems and programs. He retired from the US Air Force after serving over 20 years as an airborne battle manager and space weapons officer. Since his retirement he supported advanced space training programs for Air Combat Command and the United States Space Force as part of hand selected teams in the National Space Defense Center and for the Defense Advanced Research Program Agency. Floyd has a keen ability to quickly understand, simplify and communicate complex problems to DoD and IC clients responsible for managing the shared resources of critical US technology and defense infrastructure systems. He maintains a working experience of air and space weapon system capabilities, limitations, and employment concepts and is based in Colorado Springs, CO. Mr. Kerr graduated with honors from Oklahoma City University in 2005 earning a bachelor’s degree in Business Strategy, he then received his commission from Officer Training School and went on to earn his master’s degree in Organizational Business Management from the University of Phoenix in 2011. Floyd “Shock” Kerr is also a Graduate of the United States Air Force Weapons School.

Joseph Kopser is a technology entrepreneur and expert in transportation, smart cities, defense innovation, energy, national security issues as well as an Army combat veteran. Professionally, he serves as a Special Advisor for Military Leadership and Strategy Policy at the University of Texas, is a sought after public speaker, and is President of Grayline where he works with people and companies to bring together experts, data, and solutions to help companies and public institutions manage disruptive change. Prior to co-founding Grayline, Joseph co-founded and served as CEO of RideScout, before it was acquired by Mercedes-Benz in 2014. Joseph served in the U.S. Army for 20 years earning the Combat Action Badge, Army Ranger Tab and Bronze Star. He is a graduate of West Point with a BS in Aerospace Engineering and also received a Masters from the Harvard Kennedy School in 2002. In 2013, he was recognized as a White House Champion of Change for his efforts in Energy and Transportation. In 2014, his company, RideScout, won the U.S. Department of Transportation Data Innovation Award. In 2017, he co-authored the book, Catalyst, which serves as the foundation of his consulting efforts.

Steve Kwast is the President and Chief Global Officer for Genesis Systems, a company dedicated to solving the global water scarcity problem on earth, and supplying the water management systems for long term space travel. He is a retired Air Force Lieutenant General who has spent his lifetime mastering the art of peaceful International affairs and national security strategies.  He was raised in a remote African tribe and is a graduate of the United States Air Force Academy with a degree in Astronautical Engineering.  He has a Master’s degree in Public Policy from Harvard’s Kennedy School of Government and was the University President for the Air Force’s University (Air University) in Montgomery Alabama. He is a decorated Fighter Pilot that has commanded forces in the military at every level. He has extensive combat experience in every major operation since 1986. He is married to the former Joni McDonough and they have two children.

She is also Director of the International Institute of Astronautical Sciences (IIAS)/PoSSUM Space Medicine Group, Chief Instructor of the IIAS/PoSSUM Operational Space Medicine course, Director of Medical Research at Orbital Assembly Construction, clinical lecturer at the University of Alberta, podcast host with the World Extreme Medicine’s WEMCast series, Primary Investigator (PI) for the Shad Canada-Blue Origin student microgravity competition, appointed member of the ASCEND 2021 Guiding Coalition, Life Sciences Team Lead for the Association of Spaceflight Professionals, and sessional lecturer for the “Technology and the Future of Medicine,” course at the University of Alberta. One of the nation’s leading space policy activists. Considered by space insiders to be one of most respected and hardest working space experts in the country, he has played a behind the scenes role in many breakthrough and innovative space policies. Previously he was Vice President at PoliSpace, an important Washington based consulting firm. While there, he often drafted and helped prepare Congressional testimony on behalf of dozens of space companies and organizations. Aaron has been working on space policy for almost 10 years, he is well known and trusted by Congressional space staffers and has run the gamut in terms of policy work. While he was the DC Representative for the National Space Society, he helped draft the Space Exploration, Development and Settlement Bill, which influenced other bills developed by the the U.S. Senate. He also served for many years both as a board member and as the Executive Director for the Space Frontier Foundation. Mr. Oesterle graduated from the University of Michigan with a degree in Aerospace Engineering and a minor in Science Technology and Society.

He has also served as CFO at MDA Information Systems, National Institute of Aerospace and Aurora Flight Sciences; was Senior Vice President of Finance at Orbital and an aerospace engineer at Draper Laboratories.
